Nate Forrest, P.E., ENV S.P. - Technical Director, California Nevada Cement Association: Nathan supports all manner of agencies, designers, owners, and material suppliers by providing education, and technical resources on our full suite of cement-based solutions. Nathan has over 25 years of experience in the design, construction, and maintenance of a wide variety of residential, commercial, highway, bridge, and drainage projects, and has been with the CNCA for 8 years. When not working, you’ll often find him playing golf or riding bikes around southern California.  

 

 

 

Dulce Rufino Feldman, Ph.D., P.E., is the Senior Concrete Pavement Design Engineer.  Dulce has about 30 years of experience in the area of concrete pavements. Before joining Caltrans in 2008, she worked as a consultant for Applied Research Associates after receiving her Ph.D. from the University of Illinois at Urbana -Champaign in 2003. Prior to coming to the U.S. in 1999, Dulce worked as a pavement design engineer in Sao Paulo, Brazil. She has been involved with TRB activities since 1998, becoming the Chair of the TRB Committee AFD50 on Concrete Pavement Design from 2009 to 2015. Currently she is a member of the following TRB Standing Committees: AKC50 on Concrete Pavement Construction and Rehabilitation and AKP20 on Design and Rehabilitation of Concrete Pavements. She is also a member of the AASHTO Pavement ME Task Force. She is the Subject Matter Expert (SME) for concrete pavement design and specifications for Caltrans, where she is the Chair the Concrete Pavement Sub-Task Group (STG) of the Caltrans and Industry Pavement and Materials Partnering Committee (PMPC).  She is also the Chair of the AASHTO Committee on Pavement and Materials (COMP) Technical Subcommittee 5d on Pavement Design.
